 Project Actors Capacity Training in Caucasus Presentation at “Improving Academic Standards in Education – Conference ISE 2015”

On October 29-30, 2015, the Improving Academic Standards in Education – Conference ISE 2015 took place in Tbilisi, Georgia with the participation of European experts in project development and management. Raziya Isayeva, Khazar University Director of Development, and Yegane Balamedova, English Language Instructor at Khazar University, participated in the conference.

The two-day conference was preceded by the final management meeting for the PACT project on October 27 at David Tvildiani Medical University, where Raziya Isayeva, who is also coordinating this project at Khazar University, reported on the project activities, namely the realization of the Mentoring Program. As a result of the mentoring program, the Khazar University team has created 13 mentor-mentee tandems which include an international mentor with extensive project development and management experience and one mentee as a new starter in the field.

The two-day conference on Improving Academic Standards in Education –ISE 2015 began with presentations elaborating on the necessity of project sustainability, mainstreaming and other project outcomes. Raziya Isayeva gave a speech on Project Actors Capacity trainings at Khazar University and positively appraised the project and its outcomes. She talked about project benefits for Azerbaijani Universities in general and for Khazar University and its staff members specifically. She also mentioned that the project sustainability will be ensured via introduction of a new course on Project Development which will be taught on the PhD and/or Master level, and will also be introduced in the next academic year as an LLL course for the wider public, specifically including staff members of other Azerbaijani Universities who want to develop a project.

On the second day of the conference, the trainees and trainers from Southern Caucasus countries presented their project ideas. The project ideas were presented using the Logical Framework Approach which was a central point of the project development in the PACT program. Yegana Balamedova presented the idea of one of the projects developed by the Azerbaijani trainees, called VAFLI – Videoconferencing Application for Foreign Language Instruction.    

The conference ended with very positive prospects for further sustainability of the project. Its benefits effects which were evident during the conference, where many projects with good ideas were presented and positively evaluated by international experts.

Development Director at Meeting in Austria

 On May 28-29, 2015, Mrs. Raziya Isayeva, Development Director of Khazar University, participated in the 5th Project Management meeting of the Project Actors Capacity Training in the Caucasus Tempus project in dieBerater, Vienna, Austria. The management meeting was devoted to discussions of project activities, and partners responsible for different work packages were expected to report. Mrs. Isayeva reported on work package that Khazar University is responsible for.

Development Director at British Council Forum

On May 26, 2015, Development Director Raziya Isayeva participated in the Graduate Employability Forum organized by British Council Azerbaijan. The Forum took place in World Face format from 10:00 to 14:00. Mrs. Isayeva was one of six moderators of the Forum.  This Forum was the follow up of the previously organized Employability Conference organized by British Council in October 2014. More than 70 representatives of higher education institutions and businesses came together to improve graduate employability.

Development Director at Tempus Synergy Meeting in Sweden

On May 18-20, 2015, Development Director Raziya Isayeva visited Sweden to participate in Tempus Synergy meeting within Strengthening the Specific Role of Universities as LLL Institutions (SSRULLI) Tempus Project. The visit started on May 18th in Stockholm, where the team visited The Swedish Institute and learned about new opportunities for the Caucasus Region within the Creative Force program and Baltic See program. Later in the day, the team visited Royal Institute of Technology (KTH) to learn about their experience with Tempus projects and international relations. 

On May19th, the SSRULLI team participated in the project management meeting of LeAGUe Tempus project at Linnaeus University, Vaxjo, Sweden.  The next day, teams of three different Tempus Projects (LeAGUe, SSRULLI and NEFESIE) met to learn about each project. Project coordinators made presentations about the projects and their progress. Question-and-Answer sessions and discussions followed the meeting.

The Synergy meeting was very useful in terms of learning about other projects, new approaches to Tempus project management, and new cooperation ideas.

Development Director at SMART Resources Group Meeting

On May 14, 2015, Raziya Isayeva, Development Director of Khazar University, participated in the HR Networking Breakfast organized by SMART Resources Group. The HR Networking Breakfast, organized monthly by the company, has now been held for 2 years.

During this event, the company presented a Certificate of Appreciation to all speakers through the lifetime of the Networking event. Raziya Isayeva was given a Certificate of Appreciation for her outstanding speech on “Intrinsic Reward System and its impact on Employee Motivation” on February 19th, 2015.

Khazar University’s Training Course for Potential School Directors Successfully Completed

The “Management Training Course for Potential School Directors,” which was carried out to support educational reforms of the Azerbaijan Republic Ministry of Education, was launched on November 17 at Khazar University’s Neftchilar campus and was completed on April 24th. This was the first session of the course, which will now be offered again with a new group of participants.

The main objective of the project was to increase the knowledge and skills of school directors and educational workers interested in working as school directors in the future in accordance with the new education strategy and the educational reforms of the country. The training also aimed to help the participants learn to apply global experience in the area of school administration. For this purpose, the training course offered lessons in 9 subjects (ICT, curriculum application and management, educational administration, statistics and analysis, finance and accounting, legislation and education law, educational psychology, psychometrics, and library-information center resources) for four days a week (16 course hours a week) for a total of 12 weeks.

During the course, a “Guest Lecture Seminar” series was held for participants in the university’s Marble Hall. The first lecture was given by Professor Hamlet Isaxanli, Founder of Khazar University and Chairman of its Board of Directors and Trustees, on the topic of “Educational Administration: Theory and Practice.” Other guest lectures were given by Emin Amrullayev of the Ministry of Education on the topic of “Administrative Problems in General Schools” and by Yulia Kerimova, Director of School number 23 (a well-known school in Baku), who held a question-and-answer session. After each seminar, participants’ questions were answered. Other lectures were also arranged for the participants.

The course’s classroom sessions included presentations for the participants, discussions, and conversations over tea. The participants stated that the course was very significant for them and that they had been able to apply theoretical and practical knowledge gained through the course. The participants also visited Khazar University’s affiliate Dunya School. They were given copies of Hamlet Isaxanli’s book “In Search of Khazar,” which is printed in the Azerbaijani, Russian and English languages.

On April 24th, a ceremony was held in Khazar University’s downtown campus in the World Conference Hall to award Professional Development Certificates to the 87 participants who had successfully completed the course. Opening the ceremony, H.Isaxanli made a speech about the significance of the course. He thanked UNICEF and the Ministry of Education for their support, and he presented a plaque to Andro Shilakadze, the Director of UNICEF’s Azerbaijan office. A.Shilakadze thanked the university for the plaque and spoke about UNICEF’s programs in the educational field. Then E.Amrullayev, representative of the Ministry of Education, spoke highly of the course and noted the challenges remaining for the course alumni.

Then certificates were presented by H.Isaxanli, A.Shilakadze, and E.Amrllayev. Group photos were taken.

Sevinj Mustafayeva and Aliqismat Safarov made speeches on behalf of the graduates. They thanked Raziya Isayeva, the project director and Khazar University’s Development Director; Elza Samadova, the project coordinator and Dean of the School of Education; and others involved in the organization of the course.

Then a concert was performed under the leadership of Zulfiyya Sadigova, head of the Khazar University Department of Music and Fine Arts, including performances of the university’s chamber orchestra as well as boys’ and girls’ dance ensembles. Mehseti Jabbarova, vocal instructor, performed several songs.

The ceremony ended in a pleasant atmosphere.

PACT Training

A 3-day training on Project Development will be held at Khazar University within the Tempus Project Actors Capacity Training Tempus Project on April 21-23rd, 2015. The training will be conducted by the trainers of Khazar University and Baku State University who were trained within the project. The training will be delivered under the leadership of Mr. Bienzle Holger, Representative of “die Berater” Unternehemensberatung GmbH, Austria. He will also lead several sessions, and will consult with the trainers and trainees. In total 20 PhD students, employees, and project managers of both universities will be trained during the 3-day session.

SSRULLI Informational Seminar

On April 16, 2015, Khazar University hosted an informational seminar within the Strengthening the specific Role of Universities as Lifelong Learning Institutions (SSRULLI) TEMPUS Project coordinated by Ivana Javakhisvili Tbilisi State University, Georgia. 

The event took place at Khazar University’s Neftchilar Campus starting at 10:00. All partners of the project as well as representatives of 20 universities in Baku participated in the seminar.

The seminar was opened by Professor Hamlet Isaxanli, Founder, Chairman of Board of Directors and Trustees of Khazar University. He welcomed all guests to Khazar University. He mentioned the importance of ULLL, the history of LLL at Khazar, and the importance of the project. Later Mr. Parviz Bagirov, Head of the National Erasmus + Office in Azerbaijan, also congratulated the partners and host on the successful project.

Dr. Andrea Waxenegger from University of Graz, Austria introduced the principles and challenges of ULLL in Austria and how it works at the University of Graz.  Her presentation was followed by questions from the audience. Dr. Helmut Vogt from University of Hamburg, Germany presented a European Chart on LLL and spoke about LLL at University of Hamburg.

Ms. Kadri Kiigema from Tallinn University, Estonia talked about LLL in Estonian Universities and specifically what each university is doing. She presented detailed information about how LLL was established at Tallinn University. 

Ms. Ketevan Tsintsadze from Ivane Javakhishvili Tbilisi State University presented the project with its activities and outcomes. She also spoke about future activities.

Mr. Agabey Asadov from Qafqaz University, Azerbaijan presented information about the project impacts and prospects of the project outcomes at Qafqaz University.

Mrs. Raziya Isayeva from Khazar University, Azerbaijan presented information about LLL at Khazar University, how the strategy for LLL was developed, the significant features of the LLL concept, and its sustainability. 

Then participants of the seminar had lunch with Professor Hamlet Isaxanli. They made an on-site visit to Qafqaz University. Later in the day, participants had dinner with the Founder at AVAZ Dining and Lounge together with representatives of Khazar University.

Director of Development at Khazar University Mrs. Raziya Isayeva has delivered a speech on Intrinsic Reward and How They Work during the HR Networking Breakfast organized by Smart Resources Group on February 19th, 2015.  This event is organized to build the relationships and to learn from the experiences of different HR managers working for local and international businesses operating in Azerbaijan. This time the breakfast combined more than 40 managers working for different businesses in Azerbaijan.  Smart Resources Group is a company specializing in placing top candidates into professional, managerial and executive roles for the clients in various industry sectors.

Representatives of ERASMUS + Programme by European Commission Mr. Jose Gutierrez and head of National Erasmus + Office Azerbaijan, Mr. Parviz Bagirov visited Khazar University to monitor the Strengthening the Specific Role of Universities as LLL Institutions Tempus Project coordinated by Ilia Javakhishvili State University, Georgia.  Representatives of Qafqaz University and Adult Education Association of Azerbaijan have also participated in the monitoring meeting. The team of the project provided full information about the activities and outcomes of the project at Khazar University. Then monitoring team provided the participants with the feedback on project activities.

Alumni Reunion

On the 29th of November, Khazar University Alumni Association held an Alumni Reunion which hosted more than 130 alumni. The event took place at 16:00 in the Marble Hall on Khazar University’s Neftchilar Campus. Alumni came to reminisce with their classmates and their teachers as well as to discuss Khazar University’s recent accomplishments and plans for the future. The event started with the welcoming speech of Professor Hamlet Isaxanli, the founder of the university and Chairman of the Board of Directors and Trustees. The special program prepared for the event included a performance of the Khazar University Chamber Orchestra and various student performances.  Alumna of Khazar University Mrs. Nigar Aliyeva-Abbasbeyli, a 1996 graduate, also shared her positive feelings and thoughts about the education level at Khazar, its staff, and its distinct features. Other alumni who joined her to share their thoughts were Elnara Aliyeva, a 2011 graduate, and Emil Aliyev, a 1999 graduate. After the program, the alumni had a chance to network with former classmates and professors.

PACT Management Meeting

Dr. Elza Samadova, Dean of the School of Education, and Raziya Isayeva, Development Director of Khazar University, participated in the PACT 3rd Management Meeting conducted in Barcelona, Spain on October 27-29, 2014.

PACT is a Tempus project coordinated by David Tvildiani Medical University, Georgia. Its aim is to develop the capacity of the project actors.

The 3rd Management meeting started with a quick follow-up on the project, and the responsible partners made presentations to share the results of the project.   Within this project Khazar University is responsible for the Workpackage 5, which is Training Implementation and Mentoring. Raziya Isayeva presented the basic ideas and issues related to the implementation of the WP 5. The workpackage undertakes the building of 10 Mentoring Tandems for each Caucasian country. In total 30 tandems of International mentors and mentees should be established. The rationale for the training implementation and mentoring should be developed by the Development Office. The office is responsible for management of this project.

Education for opportunity: Starting the Process of Change 

Development Director Mrs. Raziya Isayeva has participated in the Education for opportunity: Starting the Process of Change workshop organized within the STAREP Program by World Bank, which took place on 8-9 of October in Tbilisi, Georgia. Strengthening Auditing and Reporting in the Countries of the Eastern Partnership (STAREP) is a regional program of the Centre for Financial Reporting Reform (CFRR) aimed at creating a transparent policy environment and effective institutional framework for corporate reporting within the countries that make up the EU’s Eastern Partnership: Azerbaijan, Belarus, Armenia, Georgia, Moldova and Ukraine.

During the second workshop participants discussed the learning outcomes appropriate to bachelor level accounting programs. Experiences of different countries were learnt during the workshop as well as standards developed for specialized programs such as ACCA. As a result of all these workshops and active involvement of all participating organization and universities WB plans to prepare analysis of all programs of participating universities and involve ACCA for accreditation of the program.

Virtual Enterprise workshop

On July 9, Khazar University Development Center organized a workshop on Virtual Enterprise training program development within the Virtual Enterprise Project with the support of Ministry of Labor and Social Protection of Population of Azerbaijan Republic.  Representatives of School of Economics and Management, who are also the team members of the project, participated in the workshop.

Development Director, Raziya Isayeva introduced the latest news on the project and invited participants to discuss the project issues.   

During the workshop team members brainstormed on the training program and discussed workplan and timetable of the project and agreed that by August 20, 2014 all necessary preparation stage will be finalized to be able to start the trainings on September, 2014.

Lifelong Learning Development meeting

On July 8, Khazar University Development Center organized a workshop on development of Lifelong learning (LLL) strategy as part of the Tempus project on “Strengthening the Specific Role of Universities as LLL Institutions”, coordinated by Ivane Javakhashvili State University, Georgia. Representatives of various departments participated in the event.

Making an introductory speech, Raziya Isayeva, Development Director gave information about the project objectives and outcomes. Rashad Khaligov, Information Systems Developer and Manager shared the experience of Hamburg University, Germany.

Other presentations on Strategic planning methodologies based on Graz University, Austria experience were made by Jeyhun Karimov and Gulnur Miriyeva, lecturers at the English Language and Literature Department.

During the workshop, participants brainstormed initial steps for the LLL strategy such as institutional structure and target audience. Next meetings on planning further activities will be announced soon.

Discussion of Researcher Links Project

On May 20, in order to discuss the Researcher Links project recently announced by  British Council, a  meeting was held at  Khazar University. Professor Hamlet Isaxanli, Khazar University’s founder and chairman of the Board of Directors and Trustees, and other administrators participated in the meeting which was organized by Razia Isayeva,  Development Director of Khazar University. Issues related to the participation of Khazar University in this project were discussed at the meeting. 

It should be noted that Khazar University has already successfully participated in this project once with its Educational Administration program in coordination with the University of Nottingham.

Training on Stakeholder analysis and Needs Assessment within the Tempus “The Establishment of a Foundation for the Integration of Disabled People into HEIs of Azerbaijan” - (ESFIDIP) project

On May 6-8, Khazar University hosted a training on Stakeholder analysis and Needs Assessment within the Tempus “The Establishment of a Foundation for the Integration of Disabled People into HEIs of Azerbaijan” - (ESFIDIP) project. The project aims to improve access for students with disabilities into HEIs of Azerbaijan in line with the best EU practices and policies, supported by the Ministry of Education and the Ministry of Labor and Social Protection of the Population. The project involves European partner institutions - Graz University (Austria), Macedonia University (Greece), Lodz University (Poland), and European Human Consultancy (the Netherlands); and local partner institutions: Khazar University (coordinator), Azerbaijan State Economic University, Sumgayit State University, Lankaran State University, Ganja State University, Nakhchivan State University, and Union of Disabled People Organizations.

The event started with the welcome speech of Dr. Farda Asadov, Vice President for International Affairs, who talked about international cooperation at Khazar and addressed the importance of the project. The training was followed by Khazar University’s project management team of Ulkar Isayeva and Leyla Niyazova. Leyla Niyazova gave a detailed presentation about the legal study and statistics. The training was led by Human European Consultancy and guided by other European partners. For two days of the training, participants worked collaboratively on developing stakeholder analyses and needs assessment in the context of Azerbaijan. On the last day of the event, the participants planned the project activities for the next 6 months.

Cardiff University Representatives at Khazar

On April 10, two representatives from Cardiff University (UK)--Sarah Sherrington, International Recruitment Manager, and Anne Morgan, Partnership Development Manager--visited Khazar University. They met with Prof. Mahammad Nuriyev, Vice President for Academic Affairs; Dr. Eldar Shahgaldiyev, Head of the Division for Graduate Students and Research; Dr. Jeyhun Mammadov, Head of the Department of Economics; and Mrs. Raziya Isayeva, Development Director. During the meeting, they discussed ideas for potential partnership between Khazar University and Cardiff University.

International Education Workshop Completed

On March 25-28, 2014, as previously reported, a workshop entitled “Education leadership and policy in Azerbaijan and the UK: Building capacity for school improvement” was held at Khazar University. The workshop was funded by British Council and was organized by Khazar University and the University of Nottingham (UK).

The workshop continued successfully for four days. On March 28th, it concluded its work with a ceremony in the Marble Hall at Khazar University to present certificates to the participants. Then a dinner was given in honor of the British guests at the summer home of Prof. Hamlet Isaxanli, the Founder of Khazar University and Chairman of the Board of Directors and Trustees. During the dinner, musical entertainment was provided by Honored Artist Fidan Hajiyeva, accompanied by pianist Zulfiyya Sadigova, the Head of the Department of Music and Fine Arts of Khazar University. The guests danced and celebrated the successful completion of the conference.

International Education Workshop Begins at Khazar

On March 25, 2014, a workshop entitled “Education leadership and policy in Azerbaijan and the UK: Building capacity for school improvement” was opened at Khazar University. The workshop was funded by British Council and was organized by Khazar University and the University of Nottingham (UK). The keynote speakers in the workshop included Prof. Hamlet Isaxanli, Founder of Khazar University and Chairman of Board of Directors and Trustees; Prof Howard Stevenson of the University of Nottingham; Professor Chris Day of the University of Nottingham; and Dr. Elza Semedova, Dean of the School of Education at Khazar University. Other participants included administrators, instructors and researchers from Khazar University, the University of Nottingham, University of Warwick, University of Middlesex, University of Manchester, University of Leicester, University of Lincoln, University of Chichester, Brunel University, and London Institute of Education (UK), as well as Azerbaijani representatives of higher education institutes, government bodies, and the media.

The workshop began on March 25th with speeches by Prof. Hamlet Isaxanli (see this opening speech here); Ms Elizabeth White, Country Director of British Council Azerbaijan; His Excellency Irfan Siddiq, British Ambassador to Azerbaijan; and Prof. Howard Stevenson, education consultant from the University of Nottingham. It will continue its work for four days, including presentations, discussions, and experience sharing about UK and Azerbaijani education. In the evenings, dinners and Baku sightseeing tours have been organized for the British guests participating in the workshop. The workshop is scheduled to conclude on March 28th

A kick-off meeting within the Tempus project on “The Establishment of a Foundation for the Integration of Disabled People into HEIs of Azerbaijan”

A kick-off meeting within the Tempus project on “The Establishment of a Foundation for the Integration of Disabled People into HEIs of Azerbaijan,” (ESFIDIP) 543649-TEMPUS-1-2013-1-AZ-TEMPUS-JPGR, was held at Khazar University on 23-24 January.  The project aims to improve access for students with disabilities into HEIs of Azerbaijan in line with the best EU practices and policies, supported by the Ministry of Education and the Ministry of Labor and Social Protection of the Population. The project involves European partner institutions - Graz University (Austria), Macedonia University (Greece), Lodz University (Poland) , and European Human Consultancy (the Netherlands); and local partner institutions: Khazar University (coordinator), Azerbaijan State Economic University, Sumgayit State University, Lankaran State University, Ganja State University, Nakhchivan State University, and Union of Disabled People Organizations.

The meeting started with the welcome speech of Professor Hamlet Isaxanli, who gave brief information about the project and its importance for the country. Iskandar Mustafayev, head of a sector of the Ministry of Labor and Social Protection of the Population, congratulated Khazar University on the project and stressed the support of the Ministry in the future project activities. Following his speech, Parviz Bagirov, Head of the National Tempus Office, also mentioned the importance of the project and talked about new opportunities within Erasmus Plus. On the first day of the meeting, Leyla Niyazova, Project Coordinator, gave a detailed presentation about the project; Elnura Azizova, project team member, talked about the project management and the roles of the partners; and the EU partners presented their best practices in the field.

The first day of the meeting concluded with a reception dinner organized at the "Sham Bulvar" restaurant in Baku Business Center. The reception was attended by  his Excellency Dimitrios G. Tsoungas, Ambassador of Hellenic Republic to Azerbaijan; Mark Hereward,  Representative for the United Nations Children's Fund (UNICEF) in Azerbaijan; Antonius Bernardus, UN Resident Coordinator and UNDP Resident Representative in Azerbaijan; project partners; and the Khazar University team.

 On the second day of the meeting, local partner universities presented their universities and talked about needs and expectations. Ulker Isayeva, Coordinator of the Department of Psychology, presented Khazar University. Elnur Eyvazov, Disability rights expert, delivered a speech on the "State of Disabled Persons" in Azerbaijan. The final part of the meeting was devoted to discussions on future activities within the project. 

The event was ended with a concert program of  Khazar University chamber ensemble under the leadership of Head of Department of Music and Fine Arts of Khazar University, pianist Zulfiyya Sadigova and dinner at the Fish House.

 Meeting at Development Office

 

On January 8, Khazar University Development Office organized a meeting  on student recruitment strategy and other forthcoming  activities of the center. Raziya Isayeva, Development Director; Ulker Isayeva, HR director; Lyudmila Sotova, Head of the Quality Assurance Department; Leyla Niyazova, Project Manager; and Ulviyya Huseynova,  Coordinator of the Career Center, attended the meeting. The team discussed initiatives such as recruitment events and corporate social responsibility activities to be carried out in the New Year. 

The Center also made plans to initiate a movie club for students which will be moderated by the relevant university staff twice a month. Moreover, the Center plans to coordinate monthly book discussion days for university staff.
