The Azerbaijan Lawyers Confederation (ALC), in accordance with their Partnership Agreement with the U.S. Agency for International Development (USAID), is implementing the Azerbaijan Rights Consortium (ARC) project. The goal of the Azerbaijan Rights Consortium Project (ARC) is to increase the effectiveness of civil society and legal professionals to better defend the rights and interests of citizens and to improve the rule of law. The objectives of the project are development of broader-based Azerbaijani constituencies more actively promoting reforms that safeguard citizens’ rights and improved capacity of legal professionals to better apply laws and assist their clients. Strategic partners of the project are Citizens’ Labor Rights Protection League and Constitution Research Fund. Along with other activities, to increase the professional capacities of law students and young lawyers, a Legal Education Center was established at Khazar University within the project. This year the center plans to provide training courses in human rights for law students and Bar Exam preparation courses for young lawyers. The first training course within this project was started in the third week of March and will continue until the end of June of this year.
On April 6, the official opening ceremony of the Legal Education Center was held at Khazar University. Representatives of various government agencies, non-governmental organizations, international organizations and other agencies, university administration and students participated in the event. Making an opening speech, Jabir Khalilov, Head of the Legal Education Center, gave information about the organization of the center and its activities. Then Chairman of ALC, MP Ali Huseynli, noted that the project and the course will be important in the development of professional lawyers. The founder of Khazar University and chairman of its Board of Directors and Trustees, Professor Hamlet Isaxanli, talked about the necessity of the establishment of the center and the importance of students to master the practical skills it will offer.
Other presentations at the event were made by Ronald Glass, Director of the Office of Democracy and Governance at USAID Azerbaijan; Saadat Yusifova, Senior Advisor, Department for Coordination of Law Enforcement Agencies, Administration of the President of the Republic of Azerbaijan; Jeyhun Garajayev, Judge of the Constitutional Court of Azerbaijan Republic; Alimammad Nuriyev, President of the Constitution Research Fund; Sahib Mammadov, Chairman of Citizens’ Labor Rights Protection League; Akif Alizadeh, a member of the Bar Association and instructor of Khazar University. In the end, Ronald Glass had a talk with students about organizing courses. After the event, a representative of the USAID Baku office, Aynur Yusifova, participated in some of the LEC training with the aim of monitoring.
